Addressed to Mr. Newton at Nanking No. 110.
Your telegram No. 73.
I fear suggestion in first paragraph would
equally not be held to tally with Foreign Office
instructions.
Perhaps we can turn the corner by modifying
After words "in connexion"
note B, as follows:
K
cut
out from the use of" to "purposes" include and
substitute "their programme of railway rehabilitation
etc."
Also add before words "settlement of" the
one word "early".
Of course if Doctor Wang himself proposes to
bring in some refrence to indemnity funds I do not
see that we either can or should object.
I am asking Foreign Office as regards dato of
laying papers.
Repeated to Foreign Office No. 355.
